Official mission guidance clearly separates “language course not connected to study or training” from study-preparatory language courses, vocational training pathways, and university preparation. If your goal is university admission or vocational training, a different visa category applies. Germany has four consular missions in India. Make sure you apply at the correct one based on your state of residence. The motivation letter is key: German missions in India expect a clear explanation of your current German language level (document it with a certificate or placement test), why you chose Germany over other destinations, and how the intensive course fits your broader plans. Applicants without any prior German learning should demonstrate serious intent through their letter.

Visa category check: Section 16f is specifically for language acquisition. It is not the same as a study preparation visa (Studienkolleg) or a job-seeker visa. Choosing the wrong category is one of the most common rejection reasons.

🇵🇭 Philippines — Manila

The German Embassy in Manila has explicitly noted that proof of prior German language learning significantly strengthens applications for §16f visas. Without any prior German study, the embassy may question the plausibility of the application. Enrolling at A1.1 level is valid — but you must clearly document that you have already started learning. Free tools like Duolingo, Goethe Institut online resources, or a language school certificate all count as evidence.

Work rights: Official sources are not consistent on this point. Some portals state that up to 20 hours per week of employment may be permitted; others state that employment is not allowed during the language course. Verify the applicable rule with the responsible German mission and foreigners authority for your specific case.
